Best glue for rubber to painted metal?

Glued a 3/16” rubber mat to the top of my HF 5-drawer cart. Sanded/roughed up the paint first and used Gorilla spray adhesive. Left some heavy items on top for days while the glue set. Couple of months later the mat fell off while the lid was up and now the lid looks like the attached photo.

Any recommendations on a glue that will hold, or what I’m doing wrong on prep?
